Anyone here got birds? Loose parakeet in chicago, help...

Well there is a loose green parakeet coming to eat the food hubyy puts out for the sparrows here.
Having cats and Lizzy not sure how to even attempt to catch a bird outside.
We live in Chicago and weather still nice but getting colder in the evening, not sure if a parakket can survive outside.
I posted on the parakeet forum and on my cats boards I visit as many of my friends have birds so hopefully with a lot of cross posting I can get some advise as to how to help this little girl/guy.
