Would be to place phone calls to both the state vet and the animal division of the USDA's local office. Bear two things in mind. One, you may have to submit a complaint in writing, and two, in most cases state vets are not well versed in reptiles either as pets or in the wild. They simply are not exposed to them enough. A copy of a care sheet sent along with any written correspondence may or may not help. State vets offices are also usually terribly understaffed and/or underfunded so give them as much assistance as you can.
