In the responses that I've read so far, no-one has actually offered you any suggestions for concrete action. These are a few of the things I'd suggest:
1) The local Humane Society;
2) Talking to a reporter at the local newspaper, and suggesting that the paper run an exposé story on this place, or on petshops in general;
3) Posting handbills on local bulletin boards, warning everyone;
4) Picketting the joint.
Needless-to-say, the third action would require some fortitude on your part, and the fourth would require determination and time. If done, you must be sure that you only include THE FACTS, and that those facts are easily verifiable by anyone that chooses to take a look at the situation. Ideally, you should get pics to support your stance. Do you have access to a digital camera?
