There's a world of difference between the HSUS (Humane Society of the United States), and your local humane society.
HSUS doesn't have anything to do with how the local humane society operates. HSUS is a society to which local humane societies may or may not have membership. The goals of HSUS are to effect changes in national laws and regulations (such as outlawing the keeping of certain species). The goals of the local humane societies, are to enforce local animal welfare statutes.
HSUS isn't involved in any way with the investigation of animal abuse such as you've described here.
Whether or not your local h.s. is a member of HSUS should make no difference whatsoever in its obligation to investigate abuse and/or neglect, no matter what species is being victimized.
