:It's not warm enough. The heat lamp needs to produce a hot spot of about 95-100. Plus he'll need more light. From your description it sounds like he's getting diffuse light from the window and then whatever the heat lamp produces. While you have him inside you'll probably want to have some kind of fluorescent light fixture to increase the ambient lighting. When my russians are outdoors they like to spend time basking out in the direct sunlight on top of a rock - they like it bright and warm.
:Be sure to let him soak in warm water once a week to help keep him hydrated.

Thanks for the info brad. I've been to the russiantortoise.org sent many many times, very useful. The coverage on indoor pens however seems to be just a rubbermaid box with hay... doesn't seem like a very happy environment for a tortoise.
As for the heat, I really thought that this lamp would be suffecient, it was the biggest and most wattage! hahah. The tub's rather large, it can fit 2-3 people, so I suppose I need something better. I'll see what I can rig together to get more heat and proper lighting.
It seems I'm better off with some sort of portable table type design. A system with an extension cord and caster wheels... hrm.
