I'm not much help there. I try to keep my russians in an outdoor pen as long as possible (now there's a dirt base!) and then keep them indoors mostly to hibernate. When indoors and awake they are on an indoor/outdoor carpet runner in a large tub or wooden box. Not great, but with 3-4 tortoises pooping all the time - I don't think I could keep a dirt substrate clean (actually a sand/dirt mix would be better.) I can just hose off the runner.

With one tortoise, you might be able to keep it sand/dirt mix clean. Of course, you'll have to replace it every once in awhile.
