It's not warm enough. The heat lamp needs to produce a hot spot of about 95-100. Plus he'll need more light. From your description it sounds like he's getting diffuse light from the window and then whatever the heat lamp produces. While you have him inside you'll probably want to have some kind of fluorescent light fixture to increase the ambient lighting. When my russians are outdoors they like to spend time basking out in the direct sunlight on top of a rock - they like it bright and warm.

Be sure to let him soak in warm water once a week to help keep him hydrated.
