I would provide a water area at all. T. granulosa spend most of their time on land anyways, except during the breeding season. Do you have access to clean, damp soil or damp, non-bleached paper towels? I would use those as substrate and get rid of the water area. If it is an aquatic bacterial infection, the water area would make it worse.
It's really difficult to say what could be causing such a problem. If the newt is new, it may have been ill already when you obtained it. I think the best thing you could do is provide a clean, terrestrial home, with ample moisture but not significant wetness, and keep the newt in the proper temperature range (65F is fine). Also, if you are housing the newt with other amphibian species, it may have acquired some sort of harmful microbe from that species.
