Rough Skin Newt Problem

I would not get rid of the water completely until you know about your newt's preferences. You probably have greater concerns right now with the health of your newt, but rough skin newts are highly variable in their preferences for land/water ratio. I'd suggest going 50:50 and then seeing which side he spends most his time on, then adjusting accordingly.
