Living Outside...

I would like to build my iggy a cage outside and have it live in there all the time. I would add some heat lamps for cold days and at nights to keep him warm. Is having an outside cage to live in a bad idea? Or is it ok... Oh yeah how do you tell if a younger iggy is a male or female?
