it sounds to me like a fungus, maybe? I have never heard of the disease either.
Black sections on the end of the tail, that look dried up and feel stiff / hard can be gangrene. Gangrene is dead tissue. Usually, it just falls off on its own. But, the Gangrene can spread up the tail / finger / any body part and cause death. This is a very rare incident, though.
It is probably just a fungus, though. And if its a new disease, I'd really like to read more about it, if anyone finds any more articles about it.
