Most iguana's when they are small (and esp in a smaller cage like you have) they feel a lot more threatened then if it were a much bigger cage. Also, any fast sudden movements will make them act that way...
What i did was sit there and talk to them for a minute (or couple) and wait till they start to relax, then i try to gently scratch his head (i've gotten to the point where i can pretty much stick my hand in mines cage and just pet him). I wouldn't try scratching his head at first...but after awhile he'll associate it all with food and that YOU are feeding him. There's a couple of times my ig has almost got me good, i had to reach out and put my hand on him and he stilled for a sec...
