Absolutely correct. "Specialty" reptiles basking lights (actives and powersun excluded) are the exact same bulbs as can be purchased at a hardware store, but marked up 100-500% simply because they are marketed towards reptiles.
As for uv he claims that the lizards

Correct as wwll if you are talking about a standard flor. tube.
He recommened a vitamin D supplement.He claims it

No need. I've never used ANY supplements with iguanas, and never had a problem. Have UVB lights set-up corectly and let the igs regulate their own D3.

Not sure on the comfort factor (ever had a lizard tell you?), but 70-75 is perfectly acceptable for nighttime temps.
