Toe/Leg rot? Please HELP!

I was in a petstore getting some feeders for my carnivorous reptiles, and I was looking at the reptiles they had, and there was this iguana there that looked so miserable. So I took him home with me to try to make him happy and give him a good home. He was in pretty bad shape when I got him, and I have a question about one of his main problems... Several of his toes were missing at the tips when I got him, and there was this black spot on his back leg right where it connects to his body. After I had had him a few weeks, a few more toes fell off (well, I guess they rotted off, I never found toes laying around anywhere), and the black spot got really nasty looking and then tutned brown, then white, then faded away, and now it is green again. You can see where it was, but it seems healed. What is or what was that? And as for the toes, how did he get "toe rot", if that's what it is, and can I do anything to stop it or anything? Please help! The iguana is about 1 foot long nose to vent.
One more question...Do iguanas tails grow back when they break off? I have beard so many things, does anyone know?
