I always recommend non-reptile light bulbs when used for soley heating purposes.
The ZooMed basking light that you mention is actually the identical lightbulb that could be purchased under the Phillips name at the local home improvement store, but for at least 1/2 the cost. The blurb on the package about specifically designed to heat your lizard is a load of crap - It's a bulb design that is made by several companies, and it is either a design purchased from Phillips lighting, or actually made by Phillips and packaged in a ZooMed box. Personally I believe the later, but have not been able to find a source to confirm this.
While I agree that self reflective flood and spot lights are a superior source of both light (luminecence)(sp?? - sorry getting late) and heat; over your standard $0.49 household lightbulb, there is zero reason to purchase the expensive reptile bulbs.
As a comparison, I could go to the local PetsMart, and spend $18 on the ZooMed 150 watt basking light(yup, you think herps are expensive to have in the States!) OR, I could go to the local Home Depot and spend $4 on a 120 watt, self relfecting flood light that puts out the same heat as the ZooMed, with no difference in color rendering; and more importantly, iguana reaction.
