Salmonella can be carried by many different animals. It can live in a little peice of dried up old lizard poo for up to 2.5 years. If your lizard is comming into contact with his feces, than having him roam free will increase the chance of contracting Salmonella. That does not mean that you should never let your lizard out. It is your choice, and we all must access the risks when we choose to let our reps out. however, I suspect that his time out of the cage is more for you than him, as most well housed water dragons rarely seem to ever want out. But I dont know your dragon, or his housing situation. I am only speculating.
