From what you described it sounds like one of the issues is dehydration (the loose skin). Try putting a cool mist humidifier in the room that the iguana is in to boost ambiant humidity. It's NOT a cure or a fix all but may help him to be more comfortable. Also, instead of the eye dropper, get a clean spray bottle, one that has not been used for anything but water and try spritzing the water into his mouth -he may lick off the droplets from his face.

Again -these ARE NOT cure alls, the animal still needs to go to a vet.
