yeah, you shouldn't be able to see leg bones and the base of the tail shouldn't be sunken in, it should be nice + filled out ... and yes, 7" + 12" indicates some pretty young iguanas!
hmmmm ... ok, since this is a way different situation than trying to set up a healthy environment at home, this is how *i* would prioritize things ... (my very Humble Opinion here!)
probably the single best thing to do *first* would be to treat them for worms ... like puppies + kittens, it's pretty much a guarentee that iglets have worms until treated ... that will make an unbelieveable difference in their ability to gain weight (cuz everything they eat will be their's alone!) ... and until they are free of parasites, even the best diet in the world isn't gonna make much difference ...
i'd put warmth next on the list ... while UV lights are really important, it's more important right now that they be kept warm enough ~ again, even the best diet won't be able to help if they aren't warm enough cuz they physically won't be able to digest properly ... (a warning ~ be very sure to keep the heat lights out of their reach! don't set it right on top of their enclosure where an inquiring nose or toe can reach it!!!)
hmmmm ... ok, we've got them parasite-free + warm ... next i'd put diet ... a healthy ig diet is not a simple thing but since this is a temporary situation at a shelter, i'll try to make it simple (*grin*) ... if you can only feed a couple different things ... ummmm ... i'd pick from the following greens: dandelion, collard, mustard, turnip ... (torn into small pieces) ... no spinach, lettuce or chard! ... there's lots of different opinions on vitamin supplements for igs ... personally, i wouldn't use the beardies' vitamin dust for them ... i'd concentrate more on parasites, warmth + a decent diet ...
lastly ... where are you at??? there's a pretty good rescue network here that may very well be able to help you find good homes for these little guys!
very best wishes to you + the iglets, glad they have you!!!

ps. here's some good sites for ig info ... diet + environment + just about everything you need to know about igs ...
