Help Ig may have serious illness!

My Ig is 4 years old and is not kept in an enclosure, it has basking spots in all 4 of our bay windows. The problem is it is terrified of my Rott pup and when approached it hisses, whips his tail and begins to foam at the mouth( it looks like blood). I don't know if he is so scared that he's biting his tongue or if he has some type of parasites or bad respitory infection.
