Whilst I would agree in principle to your overall arguement, I believe that it's flawed.

To allow importers to sell to only licensed breeders would be short lived.
I mean when a breeder has his stock of a given species, he does not require anymore for yrs.
Just how many sales ($) would be forthcoming from the breeders for the importers?
Then the importers would simple revert to "cowboy" dealings & we are back to where we are now.

What's here now in each country is ample stock of just about everykind of tortoise imaginable.
The answer is simple, ban all imports of tortoise.

: The best way I can see to end the problems of w.c. animals is for importers to only be able to sell to licensed breeders. I believe something similar to this idea is already in place in Spain. That way only people who know what they are doing can get a hold of w.c. animals. This would encourage captive breeding, since the breeders would not have to compete with the cheap import prices. It would also reduce the number of animals being taken out of a given area. Licensing requirements would not be overly harsh, but would eliminate impulse buys and what have you. This would also cut down on the need for CITES.
