Why? Legalised breeders would be able to offer them at realistic prices. Too high a price & it would be pointless to breed them, due to lack of demand.
Sure, everybody wants something for nothing, but the rehomers/rehabs would possibly take care of that market.

There would need to be tighter controls at "customs" etc to help prevent black market deals, which leads us into another story..
