Actually the common name for Geochelone sulcata is The African spurred tortoise, or spurred tortoise. Not spur thighed.
The spur thighed tortoise is another species all together:
Testudo g. graeca, common name, Spur-Thighed Tortoise.

Neither of these tortoises require a semi aquatic set up. So I would go back to the store and find out exactly which species it really is.
Can you describe it in detail, size, color of shell and skin. Number of claws on the front and back feet.
And how much is it.
You do realise that unless it's a sulcata, it shouldn't be housed with the tortoise you already have?
I would make sure that you know exactly which species it is and how to care for it, before buying it.
