Definately not a sulcata, as they have 5 claws on the front feet.
I don't know how many claws Testudo graeca has, so somebody else will have to help you with that.
But the shell color sounds like it could be T. graeca, and it was labeled spur thigh, which is the common name for T. graeca.
And you mentioned that it had spurs on the back thighs which also point to T. graca.
A photo would really help, in the meantime I would go to google.com and do a search for Testudo graeca.
That should bring up more info for you.
