Baytril killed two gopher tortoises which were on loan to the education program at Savannah River Ecology Lab. These were captive born tortoises that developed URI and were taken to a local vet. they were injected with baytril and went into immediate paralysis, dying shortly after. I have first-hand knowledge of this particular case.
Apparently there is a range of tolerance for baytril even with species and among individuals, but it is not worth testing this tolerance if you don't have to!
