How is the tortoise housed, type/size of enclosure?
Do you have a heat lamp and UV lighting?
What subtrate are you using?
And what exactly are you offering in the way of food, list type of greens etc?
Please answer these questions so we can give you better advise.

You also need to take the tortoise to a qualified vet for a check up and fecal test for internal parasites. This is an *absolute must* for any newly aquired Russian tortoise.
