a hide box is a good idea it should be placed in the cooler end of the enclosure and big enough for him to be able to turn around in, comfortably.
Russians rarely drink, a water dish is fine though
as long as it doesn't tip and get everything too wet.
Pellets and other commercial tortoise diets are usually too high in protein, I wouldn't recommend them.
Better to plant some hibiscus bushes and mix the flowers in with the greens.Dandelions are another good food.
As for his/her enclosure I wouldn't go smaller than about 4'-4'. Although really 6'-6' is the smallest recommended size for housing one Russian tortoise.
If your tortoise has a very short tail it's most likely a female. A long tail held to the side, male.
