Terry, I think when someone proposes some change in taxonomy that they are subject to the scrutiny of their peers. They have to publish their findings or ideas in a recognized journal/magazine, etc., and the new classifications must stand the test of time. If enough other scientists use the proposed ideas, then it becomes accepted. Sometimes someone will make a rebuttal and try to refute what was done. This may go back and forth several times. There is a protocol as to what can be changed, and to what.
Please don't take my word as bottom line. I'm not a professional herpetologist, just stating the way I understand it so far. Additions or corrections welcomed.
