Damned if I know from what you wrote here. A good ratio is one fluid ounce of water per ounce of vermiculite. That has worked fine for me (corn snake eggs and bullsnake eggs).

What do you mean by "the water underneath?" Are you using an aquarium with water in it as an incubator? If so, watch out for cracks and pinholes in the container letting water seep into the vermiculite. Condensation from the top of the aquarium incubator may also drop into the vermiculite.
