The macing and beating to death of a harmless snake sounds like obvious animal cruelty to me. I might (very unhappily) let a kid get away with such idiocy, but not likely an adult, and certainly not an adult in a position of authority. There are laws to protect animals from such treatment, and even if they're not commonly applied to herps, they certainly CAN be. If I'd seen the show (which I fortunately don't watch), I would now feel compelled to write to the ASPCA and ask them to pursue a criminal complaint against the officers involved, copying my request to the show's producers. If I actually lived in the area where the show was filmed, I would also personally file a complaint with the authorities there. One thing you know for sure, there's EVIDENCE of the miscreants' misbehavior, so you don't have to worry about it being your word against a police officer's.
I hope those of you who saw that show will make whatever effort you can to put a stop to it. Venting here on the forums is a healthy thing, to be sure, but taking positive action on behalf of the herps is even better.
