Hi Bill,
I live in New Jersey and I contacted Jane Schuryl at 908-735-5450, she works for the State of New Jersey. She was nice, but said that it was highly doubtful the permits woud be approved, unless I was obtaining the snakes for scientific study and research. She said she would send me the applications anyway, which she did. When I received them I went through them and realized that I really didn't have a legitimate reason(in the State's eyes), for getting the snakes. So, I never bothered to fill out the paperwork. I just didn't feel like it was worth the bother, but I wish you luck.
