Intrastate/Interstate purchasing question

I understand that if there was a breeder in my state (Louisiana), I could buy an Eastern sans the federal permit.

Is the permit needed if I buy a snake from a dealer in another state while I'm in that state (is that convoluted enough to be confusing)? Say for example, when I go to Indiana to stalk the wild morel in April I get a wild yen to spend LOTS of money so I decide to call on a breeder within driving distance?
