I have, well had, a dwarf female. I've given her away and she has a great new home. She was 4 years old and under 2 feet. She was a little problematic as a hatchling but took to eating after a while. Now she's all indigo, except she's a genetic dead end.
I wouldn't feel comfortable trying to breed her as dwarfism is a flaw. Plus my male would more likely eat her than mate with her.
I've tried to get info from the breeder whose stock she came from (well known but not a forum participant) but he has never replied to any of my emails. Not that it matters. His animals offspring are all over the country and it may not even be genetic. If it's incubation or genetics, it's going to keep showing up.
I know my dwarf female wont get bred, it was part of the adoption agreement. I strongly recommend that if it shows up in anyones collection, get some fresh bloodlines and check your incubation temps.
