HELP: Flexwatt, foil tape, and electric shock!

I have now rewired my most recent rack system (for the 2nd time)...problem is that the flexwatt is still randomly (not all the time) giving off a mild electric shock (can feel it to the touch).

When I rewired it last night I plugged it in to test it prior to taping it down...no shock sensation was felt. I taped it in, and this evening, when I checked it, I could feel a slight electric shock.

I cannot feel it through the rubbermaid containers (thankfully) and all of the snakes on this rack are feeding and acting normal...but I'd still like to remedy this problem.

Is the problem in the wiring? Should I sodder the metal connectors?

Is the problem in the foil tape (I did some research and saw some posts about this topic in the past...but I didn't really understand them...not an electrical enthusiast by employment or education)?

Any help would be most appreciated. Email or post replys.
