I don't remember who it was here at the forum who ran into a similar situation, but they made the appropriate phone calls and the pet store owner, after being given a chance to change things, ended up going to court and getting sited. It doesn't hurt to take notes (time, conversations and with whom, conditions, etc) before calling the authorities. Worst case scenario is that they check it out and feel it's not that bad. It's their job to check out those things. I say, do what you can. Sounds like it's not the chain's practice, therefore, the CEO may also be behind you on this.
