I am the one that turned the pet store in for neglect of his uro's. You would need to try to contact the local humane society for that area. If you dont know, try calling your local police for the number, or local animal shelter. Keep making calls till you find someone who can investigate it for you. Printing out some care sheets or emailing them to whomever is handling the case is very helpful as well. sometimes you get agents who want to help, but just aren't familiar with the needs of the reptiles. Ask if you can file charges.
