i dont mind the idea of insurance for ppl keepin venomous and the large constrictors especially if it keeps states from banning them period. as far as steep penalties are concerned i would only put them in for ppl keeping the high risk animals such as mambas. why put serious penilties if the person is only keepin a few cornsnakes. i would say u would need some sort of scale with the penalties get steeper as the risk grows. also where do the kids that go out and catch a few garters and keeps them for awhile, would u make the parents get insurance for animals that are only gonna be kept a few months at most. maybe no insurance required for native(USA) colubrids but neccisary for native hots. just my view on the matter
