I like that idea quite a bit. Insurance companies live and die by their ability to adaquately measure and price risk. I think the only thing I'd add would be some sort of law/provision that would include very steep penalties for people who tried to evade the insurance system.

Good thinking! Of course, it makes too much sense to ever happen! lol
