Identification of turtle

Hi.
My kids found a turtle that looks completely different
from the usual land turtles in our area.
We would like to know what kind of turtle it is so as to take
the right care of it.
if is about 20 cm. long. dark grey/green.
It has a longish neck with orange markings.
It also has a longish and thick tail.
It feet are webbed with nails.
It eats meat.
Does anyone know what kind of turtle it is and
what surroundings it needs?
