First of all, does the hot rock have a thermostat? If it doesn't, I suggest you either stop using it or go buy one.
Also, the diet this iguana is getting doesn't sound all that great to me. An iguana's diet should consist mainly of leafy greens. Look below for Melissa Kaplan's iguana salad.
The back legs not moving can be a sign of many different problems ranging from MBD to a broken spine. There are lots of reptile vets in the LA area, you probably shouldn't have too hard of a time finding one open over the weekend.
