As for captive breeding, it's tricky. Some species do benefit from captive breeding, especially endangered ones. However, they benefit if these breeders are like Agama International, St. Pierre, and others alike.
Breeders like "Joe's & Moe's Ig-O'Rama" are the problem. Or private owners who let their animals breed and incubate the eggs. Those people should not be authorized to breed exotics.
But like I said, it's a very tricky situation. There are some private owners who can be excellent and trustworthy breeders of rare exotics. What you're proposing is almost impossible to achieve, since any Jon/Jjane Doe can eventually get a heterosexual pair, and start to breed them and make a few extra bucks. Especially if they're hard to get expensive animals!
Can you imagine how much money one can make in the U.S. if he/she is able to breed and sell Lace Monitors? (Legally)
Now that I understand your message better, I pretty much agree with you 100%. But it is impossible to know for sure who is a responsible and knowledgeable keeper/onwer, and who's a complete moron. And since we're all humans, we are all bound to make a mistake that could stain our image as "herpers" (I hate that word, sounds like you know what...LOL).
People like Kaplan, Hatfield, Barlett, Sprackland (good ol' Doc Sprackland, I wonder what he's up to) and people who set up websites like this have already made a difference to a certain degree.
We'll see. A good start is to stop pet stores like PetCo from selling these animals.
