Could you get a friend to go down there and pretend to be looking for "his" iguana? If they would release the poor ig to the owner, maybe it's worth a try? Once you get the ig, you could evaluate whether or not it can be saved. I am sure the ig would be far better off in your hands than at the shelter or back with the original owners (if they ever show up).
Just my thought, don't know if it's usefull...
I am astonished that ANY shelter would operate with so little regard for the animals!
