UV is very important but if you can take him outside everyday, that is great.
He will need a much taller cage eventually but depending on how big he is, he can stay in a cage of the size you mentioned for awhile (if he is very small). You just have to weigh the cost of building a small cage now when you will soon need a larger one.
Lose the rabbit pellets. The best substrate for iguanas is newspaper, linoleum/tile, or reptile carpet (my least fav).
