Sometimes, as PE said, we can't figure out why they are doing it.
Other times, it signals that something is going on that is making them nervous, or that they are planning an action, usually aggressive in nature. With igs in such situations, it may be used as a lure, to draw the subject's eyes away from focusing on the iguanas's eyes or forequarters to focus on the tail, so they miss the iguana going into action.
