I peeked at the source code from your post and thought that you might be. I did some digging around on the state.il.us website (official Illinois website) and there are Animal Control divisions in IL on city or county-wide bases. The first thing to do is look in the blue pages in your phone book, get that animal seized from the shop and taken to a shelter where it will get veterinary care.
It sounds like the ig has parasites but of course without a fecal exam and vet check that is just a guess.
Try not to let the ig draw you in and feel sorry enough to buy it or the pet store will simply turn around and get another baby ig. Since they aren't caring for this one, odds are good they'll put the new baby in the same cage, without properly disinfecting, and the new one will sicken as well. Let the proper authorities handle the situation so that they can keep an eye on husbandry techniques in the store.
