95 to 98 degrees is the needed temperature. Can you move the lights up higher over the basking spot?

70 degrees should be enough. Igs will crawl into colder water if it's there, but 70 is the lowest I would recommend. (BTW, 70 feels cold to us.) It takes a lot of energy to keep water warm. Can you lower the light to within 12 inches of the water? You might consider getting an under-cage heater for the water.
