does have legal authority over pet stores in Pennsylvania when "animal cruelty" is involved (conditions of store, health, etc.). I've reported a pet store to them in Philadelphia, and got confirmation that they "investigated" the situation. Unfortunately, apparently our definitions of animal cruelty are different and nothing was done to make the pet store a "better place" for the poor animals :-(
