The only two times I ever reported someone, it was to one or both of those agencies. What I did, I didn't have the nerve to sign my name, so I sent one to the agency and one to the pet shop, telling them I was sending one to the agency. I went in the pet store after that and the conditions had improved for the iguanas. So......I had no way of knowing if the threat of a letter or the agency actually checked, but at least something happened. I'll try to remember what you said if I ever have to do it again.
