Need some general help

I recently took in a rescued iguana. I have two questions.

1. Someone gave me a "Vita-lite". Will this be an adequate full spectrum bulb that will enable my ig to produce Vitamin D.

2. Will the black scales, due to mites (which I currently am trying to rid of) ever turn back to green?

Trying to give this guy a good quality of life while at the same time educating myself. Any help is most appreciative. Thanks, Steph.
