Without Ms. Kaplan to confirm or deny it is rather difficult to completely answer this fairly. HOWEVER, to the best of my knowledge and from evidence that we have read from her own site, she has never actually held, examined or actually ever used an ActiveUV bulb. That possibly being the case I, for one, can only take the page on her website as her opinion.
Having said that, what follows is the warning taken DIRECTLY from the label provided with every bulb.

"WARNING: This product emits ultraviolet rays. Do not look or allow others to look directly into light. Do not use as a reading light or tanning lamp. Turn off the lamp if working closer than the minimum distance requirements for an extended period of time. Cannot be used on a dimmer or thermostat. If turned off & on again it will not relight for at least one minute.
Follow guidelines for minimum distance use.

This bulb can become the main source for basking light, UVA and B, as well as heat. There should be no reason to use alternative light or heat sources during the day. A heat source SHOULD be made available at night to ensure that temperatures do not fall below 70-75 degrees. A radiant heat panel would work well for this application in conjunction with a temperature sensor since, with the exception of the little red power indicator, an RHP emits absolutely zero light. Much like us, iguanas prefer sleeping in darkness.
HOWEVER, since you say that you cannot mount an Active lamp according to the minimum distance guidelines I would not recommend using one initially. I WOULD recommend that you place a phone callto Active and discuss your enclosure setup and see what they say, though. They may have an idea or two that I haven't thought of.
Lastly, the only dumb question is the one that goes unasked. As long as questions are asked intelligently feel free to fire away. I DO also recommend that you get a copy of James Hatfield's "Green Iguana: The Ultimate Owner's Manual". This could be extremely helpful in furthering your education as a new iguana owner.
