temp/enclosure ?

Jade's enclosure is 6' tall...his basking spot along w/ the uv source is about 18" from the top. The only time he comes down is to poop each day then he climbs back to the top. The bottom of his cage stays about 80 degrees...I was wondering if the bottom is too cool and that's why he never comes down. Should I add another basking area w/ uv source to get him to move around more? Maybe put it about 1/2 between the top and bottom of his cage? If I do this will it make the temps too hot and the top and not cool enough at the bottom? His cage isn't closed all the way in...one side is completly open (6'x 3' opening).
